Procedure for visa & car permit extension in Bogotá:
1. you need to get your entry visa in your passport extended. For this you have to go to DAS in Calle 100, No. 11b-27 (Edificio Titanium, 7:30 to 4:30 Mo.-Fr., no lunch break). A 60 day extension was no problem in our case; we had to pay 68,000 Pesos/each at a Bancafé bank (quite a walk from DAS). You need to fill in an application form (English/Spanish) and bring your passport, a passport photo, and a copy of the identity page in your passport (both, photo and copy, can be obtained nearby). You also will be photographed and digitally fingerprinted. Helpful staff, but slow (we finally asked for our documents after a 2 hour wait).
The next steps are only for owners travelling with their own vehicle:
2. your next step would be to obtain an extension for your vehicle entry permit, which you can get from Administración Especial de Aduanas, DIAN in Cra. 68, No. 19-81. This seems to be the only office dealing with car permits; I had to ask for Señora Blanca Rocio Alba Tapiero on the second floor. They need to see the original entry permit, your passport and vehicle documents, and they require copies of the identity and visa extension pages in your passport, your vehicle documents (title) and the vehicle entry permit (all 1x) - all photocopies can be obtained on the same floor at a copying desk. You also have to present a written explanation/application in Spanish (w. 1 copy), asking for the extension, stating your reason(s) and the fact that you are a tourist (see attached photo - best prepare this letter beforehand!). I had to come back two days later to collect my new permit, but both times spent less than 1 hour in the building. No payment required.
3. finally you can buy an extension for your vehicle insurance at La Previsora [http://previsora.gov.co to look up locations in other cities], only office in Bogotá is in Calle 57, No. 8a-05, Piso 2o (Plazoleta Las Palmas, up a spiral staircase). They want to see your passport (for the visa extension) and the DIAN vehicle permit, but take their own photocopies of each. The procedure is helped if you can provide your previous insurance paper, otherwise you'll need your vehicle documents. I paid 79,783 Pesos (w. VISA card) for 60 days.
